The premise
DC's native genre isn't organized crime — it's the political thriller. Parking garages, black Suburbans, wood-panelled K Street offices.
So the film treats an ordinary brokerage question — how fast can you turn a package around — as a matter of national security, and lets the joke come from the mismatch.
The turn
Every question the man in the overcoat asks is a real objection from a real pitch. What happens when the client changes the numbers. Whether it's just a template.
He came to threaten a broker. He leaves asking to become a client.
